25 or 30 bucks i go to this guy he is the best and has been there a long time
All of my experiences here have been friendly and professional. No complaints. Without knowing all the details of your visit it is difficult to offer any helpful advise. But I know how important it is to feel comfortable with the person doing work on your body. When you're feeling up to attempting another piercing experience I would recommend Big Jim at Black Lotus. He's amazing!
Your best bet is to call them and ask. I have been placed that will do out with a parent's consent. But n I'm not sure if they will. You'd have a better bet waiting until they're 16 probably.
