There is no age limit. Adults need a fishing permit and it is only permissible during fishing season. Kids, I believe, can fish as they please...

Not at the Stanley Parks. There are two dog parks in Washington Park off of High St. All dogs must be on a leash in the city, expect inside the fenced dog park.
