Don't think this is true. Pumps are checked by CA weights and measures on a regular basis. The fine for the business would not be worth trying to cheat. I've gotten gas several years here and never had a problem. If it's .999 less then in 10 gals you would be short almost a full gallon. If concerned contact weight and measures.
