Yes it is. I moved here about 16 years ago and love it. It's the center of a hub with easy access to concerts, opera, great restaurants, nature trails pretty much something for every palette. it just means driving or asking questions to find all the treasures. The police force is friendly and efficient stop by the precinct and introduce yourself. The city has done and continues to do improvements on infrastructure. I think you will love it. As far as being safe. It's a small town, my neighbors still watch out for me. I take common sense precautions lock my doors etc. But otherwise I feel safe

This is subsidized housing so it's based on income. You have to be within the income bracket to qualify and there is a waiting list.
