Nice board walks, boat ramp areas, quiet waters, and seemed to be lots of fish. Downside was it was very buggy and there were tons or really large spiders who had built large webs over walking trails.

Great, clean and well maintained park. I come here often to photograph wildlife and the see the manatees. There is plenty of parking and there are clean bathrooms. Best of all, access is free.

I don't remember seeing dogs but I see no reason that leashed dogs would be a problem. The manatees would probably object to unleashed dogs. Anyone know for sure?
There is a bike lane on A1A and the roads to the park and beach are paved. Be advised, since you mentioned having lunch, there are no food services in this area. Restaurants are 5-7+ miles from here. There are tables at the park if you choose to pack a lunch, but others may have acquired permits for them for private purposes. (Bar-b-q pit/grills are there for that purpose. )
No fees. Feels very much like a nature reserve
