Me and my friend went here to kill some time, we got bit by so many bugs. It was painful. Overall it was pretty ok. There seemed to be a lot to do and didn't get to crowded as time passed.

Yes but for only small window of time.
No, this is a public park. Although there are pay to enter things at Liberty Park (like the Tracy Aviary), there is plenty to do without paying. Parking is free too.
