I have always walked my dog there all year long
Not in the peace garden but before there are eating places with grill and roof over banks and tables!
Starting to bloom now so anytime from now through the Fall. It's always a beautiful place to walk with a lot of places to sit and enjoy.
Spring which is from March through May! FYI It has nothing to do with when they get planted because Salt Lake City Parks and Recreation are the only ones that can plant flowers there!
Yes , if the gate is closed you can still get in through the Jordan trail , people do it all the time and it's fine your not been sneaky

I know for a fact that I have visited them in January, so I think it's open, but maybe all of the fountains, flags, and flowers would probably be better later in the year.
As far as I could find, there is no fee for photography in the park. However, if you need to guarantee a specific venue for an hour or more, you can pay a fee to hold one of the country gardens.

There are not picnic tables in the gardens but they are connected to some parks that have "pavilions" - covered areas with picnic tables and BBQ's.
I don't think there is a specific day unless you are wondering the day it was created/founded/established, it was created in 1939 and dedicated in 1952 so it is your choice between the 2 to celebrate or visit.
No cost there are perfectly placed benches to enjoy the park and read a book
