Colonel Shaw was buried in a mass grave with his men on the battlefield after the Second Battle of Fort Wagner. After the war, some mass graves from the battlefield were disinterred and reinterred at Beaufort National Cemetery in individual graves (where possible). Those graves were marked as unknown. There is no way of knowing if Colonel Shaw's remains were among those that were relocated to Beaufort National Cemetery.
The services provided by Beaufort National Cemetery are at no additional cost to the Veteran and their family. It has already been paid for by their service.
They typically do I'm not sure about public volunteers but you should be able to call the business office and find out.

For a shipment of headstones it takes 4-6 weeks , including installing the headstone on the correct gravesite. Once we recieve the order we immediatly install them
The cemetery doesn't close. Visit seven days a week during daylight hours. Office is open M-F, 08:00AM until 4:30PM except Federal holidays.

No cost for anything for veterans and eligible family members. Family is responsible for cost outside the national cemetery.
The majority of the Cival War dead are Union soldiers who died in nearby hospitals, mostly killed or wounded at the Battle of Port Royal. They are mostly grouped by state. I think there are maybe 100 Confederate dead sprinkled here and there. Union and Confederate headstones are similar, but different. Both have a shield, different from each other. CSA headstones do not list states. Union list state and occasionally extra information.
Flags are placed (mostly by volunteers) in the week prior to Memorial Day. A good time to come is Memorial Day Weekend (Fri, Sat, Sun, Mon). The flags are picked up the week following...we do this because after one or two rain storms most of the flags will have fallen over into the sand, or get ripped up from mowing, etc.
If you missed the placement you're welcome to stop in this weekend and help straighten the flags before Monday.

Sort of...we don't "reserve" plots anymore, that practice stopped in 1962, but we do set-aside a grave if both spouses are veterans. All other spouses are buried together with the Veteran. If you or your spouse is a Veteran, you can also apply for burial benefits in advance by something called Pre-Need Eligibility...please call 843-524-3925 or stop by Beaufort National Cemetery for details.
This is a working cemetary. They maintain an office onsite. You can call 843-524-3925 during M-F business hours and they can provide you Section, Row and Grave coordinates.
I know there are children of service members burried there. They have to be a dependent under the age of 18 or be a permanent dependant. Like a child with down syndrome.
