Pristine, sandy beach. Crystal clear wayer and no rocks. Bonus is that you don't have to wade half a mile to get into waist high water.

Gorgeous beach. Small parking lot. No amenities other than restroom facilities. Very rough, pot holed road in for the last half mile.

You need a permit which get from the State of Rhode Island. Not sure that you can drive on the beach itself, but rather the access road and parking off-road available from that road. All of the info you need is available on-line on the State website.
No once you leave it opens a spot for someone else and you would have to pay for re entry. It is only 6$ but is usually full pretty quick
For non residents weekdays is 12 dollars Weekends and holidays are 14
I doesn't have much space, it's a small parking lot for a state beach.
Memorial Day Weekend forward
I have seen riders on the beach the past two times that I have been there. They allow 4 wheel drive vehicles also.
I have never seen that area fill up. Since you need a yearly pass to get on and its not open to everyone, its still relatively quiet. I've been going there for 5 years and have never been unable to get in.
We got there at 11 am on a Saturday last week and got a parking spot.We had to pay 30 dollars to park as we were out of staters.Awesome beach though huge waves it was actually to rough for my little kids. But beach was not wall to wall like Scarborough. Awesome time met some nice people.
If not mistaken, Wife and I grabbed quite a few shells and colorful rocks. Patience and attention to the incoming surf.
Yes
Yes
Yes you can. You will have to pay once the park opens, but yes you can drive in earlier. ( Free any time after Labor day weekend)
I asked a few days ago and was told that they stop collecting money at 4:00. Lifeguards remain on duty until 6:00.
