We got there at 11 am on a Saturday last week and got a parking spot.We had to pay 30 dollars to park as we were out of staters.Awesome beach though huge waves it was actually to rough for my little kids.But beach was not wall to wall like Scarborough. Awesome time met some nice people.
Yes it's open to non residents (as of late July at least!). I'd recommend getting there by 730 the latest absolute latest to get a spot. You will have to wait in line until the parking lot actually opens (sometime between 8 and 830 depending on the day). Weekends are busier and you may need to get there earlier.
