The property manager Ms. Weeks is a trash bag. She it too much of a coward to admit she doesn't want the element of the homeless near the complex. She is a vile cvnt and hopefully she gets cancer.

Pretty much yes. The rules which can be found here. https://www.fipcommunitycdd.com/pool-information/ Give some other ways. But they either expensive or require you knowing a resident.
