That's a transaction better done in person, as you may have noticed it is extremely difficult to attain a personal appointment, your best bet is to suck it up and take the majority of your morning and come into the office, get in line take a number and just wait to be seen by an actual customer service rep. Or you can spend an apparent endless amount of time and wait on the phone, there is just no better choice at all

So basically you are not encouraged to do so, the SSA office is open to the public so the chance of you getting an appointment are slim and none. However, you are able to come in, get in line and get a ticket at the check in machine to be seen. Once your number has been called to a booth a service representative can arrange to get you an appointment. This is probably the easiest and only way to get one.

I've seen that notice as well. But I'm 66 and 4 months and I had to get a new card. I do know that you cannot file at the Social Security building you have to call them and set up an appointment by phone with them to get your social security started.
