In Tompkins County, NY the Department of Social Services does not have a role in administering the Section 8 program. Instead, two local not-for-profit agencies have that honor and responsibility: the Ithaca Housing Authority and Tompkins Community Action, each of which has an online presence. Good luck!
There is no single number for public assistance, the Department has different numbers for Cash Assistance, Housing Assistance, Food Assistance, Medical Assistance, Heating/Cooling Assistance, and Day Care. See https://www2.tompkinscountyny.gov/dss for more information.
In response to the ongoing epidemic, it is the current policy of Tompkins County's government to require all visitors to the Human Services Building (where DSS is located) to answer certain health screening questions, to have their temperature taken before entry, and to wear suitable face coverings throughout their visit. Would-be visitors who arrive at the Human Services Building without face masks are provided with one at no cost. However, the Department of Social Services is not otherwise operating a program to distribute free face masks to county residents.

The county's Department of Social Services would not ordinarily help in that circumstance unless the complaint a) concerned some type of fraud involving one of the programs that the Department has a role in administering, or b) concerned a contracted provider to whom we'd referred a client for services, or c) was made by someone who was a client of our Adult Protective Services program. In case none of the above applies to the situation you have in mind, it may be helpful to know that a complaint can be filed with the Better Business Bureau at https://www.bbb.org/consumer-complaints/file-a-complaint/get-started And, of course, if a crime has been committed it can and should be reported to the appropriate law enforcement authority. It depends on your situation. If you are homeless, and in the shelter, your application will be processed faster. Otherwise, the waiting list for public housing/section 8 is around 2 years.
Regrettably, we do not; the State stopped funding that program a few years ago.

Facilitating post adoption visitation is not among the services provided by the Department provides. However, the Department does provide case counseling regarding post-adoption visitation of birth parents and/or relatives to families prior to their adoption of a foster child in its care.
