Yes they do. Payment forms are listed on the commissary FAQ page on the web. They take most forms of payment imcluding EBT xards or coupons.

Currently, a measure in the National Defense Authorization Act will allow veteran caregivers the ability to shop at the exchange. Until this is enacted, I would also contact the commissary manager to work something out.
