Why do they impose a two percent fee to cash a check written to a non customer . Corporate greed

These policies are intended to protect the banks & their customers from forgeries. Once a bank cashes a check that has been forged by a non-customer, it may lose money if it cannot collect from the person who cashed the check. Most banks have this policy.

I've been on hold for 50 minutes. I NEED a new bank card with a new number. Is there anyone that help me?
