Yes they can bc i myself i have got one i am 13 and this was this year.
I think the shop minimum is $50. Just give them a call I am sure they will be happy to let you know..
I also tried several times to call and got no answer. Went by there several times at different times of the day and no one was there. I ended up going to hard rock tattoo. Very happy with hard rock.
