I'm not entirely sure. If they're off, it might be due to service/maintenance. Otherwise, they're likely going to be on around noon.

Renting a pavilion depends on if you live in the city that the park is in if you are a resident of Royal Palm Beach it's one price and if you are not a resident of Royal Palm Beach the different price. I want to say as a resident it's $50 and as a non-resident it's over $100
Do I need to reserve a pavilion or can I just take whatever is available at my arrive? How long in advance? How much?

Love the park!! The flashing sign says the driving range is open from 8am to 9pm well once again more times than I can count the range is closed at 630 or 7 what's the deal at least change the flashing sign to a 8am to ?

I don't know, I only visited the park during Rocktoberfest
Certainly there are many places to use chalk, but one should talk to someone in the main building to see if it's ok. I've been to this park many times and haven't seen chalk drawings on ground. Hope you can and have fun.
