The park is big enough where you can get away with it if you are respectful.
Yes you can ride around on a skateboard. I don't think you are supposed to grind on anything, but cruising is fine. As always (whether skateboard, bike, scooter, etc) be cool aroujnd pedestrians. And be sure to watch out for children!
