People camp on what they call Spoil Islands... those little Islands made up from dredging the intercoastal channel.
Be careful not to camp on KSC property.
If you want to be extra sure call Titusville parks and recreation or Merritt island Refuge.

Yes, definitely because even if it rains there is a second part of the pier that's kinda underneath it the main bridge they keep you out of the weather.
