You can go by there with food donations or a donation of money. You can also volunteer and the office will give you the information on times and days to be there

I've called several. They only serve ages 60 and up

I'm not sure I understand your question. The purpose of the Food Bank is to stockpile donated food, and donate it(for free) to other places and people. It's not a place you purchase things from. If you're in monetary need, reach out to them. If not, then a supermarket might be more your speed.

It's definitely possible to earn community service hours there at the food bank. However, I have no idea if you can perform service hours for reparations before your assigned any.
