Yes it is. It's one of my go to places for an early coffee or fill up.
No but if it does it probably is the shut off tip isnt working properly there is a small hole on the under bottom of the dispenser tip if the hole is plugged or isn't working properly it tells the nozzle to shut off like the tank is full let the attendant know maintenance will replace it Happy Trails
