I am a potential tenant who is looking for an affordable place to live. I toured this place a week ago. My opinion is that it looks like a group of mama Junes with their third world friends, pot partying together day and night. No quality of life, unless you are willing to join the party or become a secondhand smoker and vaper, which will damage your health.

One month without AC in the apartment. My neighbor's 2-year old dog died from heat exhaustion on July 4th. Never leave a dog in a car during summers, but at Hebron, tenants are faced with having to leave their pets in a hot apartment which is just as lethal as a hot car. The office is aware of the situation, nothing is done about it. One of the chatty Cathy maintenance employees spilled the beans and said that the AC will be turned on a month later than usual (as of July the 15th) because Hebron Apartments had exceeded the budget allocated for winter heating assistance. In the meantime, the hallways smell like filthy collective sweat mixed with drugs, cigarettes, and food. Apartments are hot and humid. I am wondering if Hebron's management plans to kill tenants and pets via heat exhaustion, or maybe increase their budget by growing, harvesting, and selling mold.

I received a note informing me that the AC will start on June 12 this year. This was a week before June 12. Knowing that there is always something "wrong" happening on the exact date when the AC should be turned on, I was curious which lie will be used this year. And the office didn't delay to serve a cold lie to tenants... On June 12, after coming home from work, I found this note on my door: "Aalanco, our HVAC contractor, was on site today to start the chiller and turn on the AC. Unfortunately, several lines have been cut and the unit is out of Freon. In order to find the leaks, they need to come back to pressure test the unit with Nitrogen, and then repair where where the leaks are. We appreciate your understanding, and will notify everyone once the repairs have been made and the AV can be turned on. Thank you." I am a long time resident and I keep all these notes. This lie about the AC leaks, was also used 6 years ago. Every year a lie is recycled, so the Wingate Corp. can save some money for what it supposed to be "free"... The management is cutting costs to ensure their fat bonuses. It has been 3 weeks since this note... In the meantime, all tenants suffer. The hot/stale air combined with cigarettes/pot smoke lurking from neighboring apartments makes the living at Hebron Apartments unhealthy and uncomfortable. Opening the windows only makes it worse because of the humid air coming in. Therefore, the AC should be turned on this time a year. All that Hebron Village Apartments complex has to offer is living in a pot/cigarettes polluted environment and the office doesn't lift a finger to implement the non-smoking policy. I also contacted the HUD (Housing and Urban Development), and Mr. David E. Tille (the Regional Administrator for this state) couldn't care less because it is not him living in the hot/stale air intoxicated with drugs and cigarettes. The office is aggressive with rent, they'll leave you insulting notes in your door the day after you miss a payment. They'll also increase the rent at their own discretion whenever they feel like... but when they have to give something in return, they are never on time. Having the AC on by June 12 is required by law... but this place doesn't care... I stopped paying rent until I have the AC running in my apartment... All tenants should do that. * Update: Today is July the 5th, 2019 and the AC is still not running. The air in the apartment is more infectious than ever and I am left with a very hot weekend ahead of me because the management is so utterly indifferent. Creating a healthy environment for every tenant at Hebron Village (including maintaining the appropriate temperature for this time a year), doesn't seem to be the management's main priority.

There is no AC during summers, but when you sign the lease, the management promises you AC included in the rent. If you can afford to buy at least an AC unit, and pay extra for your electric bill while you pay the rent, go ahead. The place comes with drugs and cigarettes because nobody implements the nonsmoking policy. If you are ready to accept these inhumane conditions, by all means... come on over...
