No they do not, I called a few weeks ago. They suggested a store in Latham., can't recall the name. However, Swinburne rink does for 5 dollars...and it's a dollar to skate.
Google is telling me that the rink is open this week but my friend and I went over during opening hours and the rink was still being constructed and the rubber path was not put down yet either. The Empire Skate calendar is also not up. So what's up?

Hi, the rink is not open. It typically opens around Thanks Giving. They are still working on it and there is no ice. I work at the Plaza and am looking at the rink as I write this. Thanks!
Usually November to March, depending on the weather.

I wear 12, so they don't least that high. Maybe up to 14, not 100% though

I recommend that kids are watched, but no one is carefully checking from what I could see. So whether it's required or not, I'd say the real answer is "no".
