I used to own a tropical fish store 35 years ago. Every store will have that problem. Especially if you are purchasing live plants.

They will usually take fish if they're in good health and they have the space to accommodate them.

Yes, they sell discus and can probably special order too.
Hard to say. Could be lots of scenarios causing the problem. Are you using tap water? Probably one of the most common problems with any aquarium. You may want to get a water testing kit and check your water parameters if you haven't already.
