Filed a complaint about major safety issues in my home that I'm renting with small children, was told someone would get back to me in 15 days, its been 2 months and I love the general lack of concern you guys have not just for my house but for the area of 92 after county line, its still your district I know its a real eye sore with all the illegal dumped trash, couches , overgrown grass and a and homes and motels but after all you do get paid to fix these issues.

Report it at the code enforcement office or online. Trust me they will clean it up and levy fees to the property owner

They can hire a thrid party or a county official to remove junk and such if a hearing has been held and an imposition has been issued

So this is a little tricky. If you can not see the issue from the right away, road or neighbors property unassisted then you can not be sited. Think of it like this, if they heard you had a missing wall plate in your house and entered your house illegally... That doesn't work they need a warrant etc, so if they can not see the infraction they can not site you. Take a look at the photos they showed you to prove you couldn't see the issue without assistance
Best to have Sheriffs office conduct an investigation based on reasonable suspicion if the living conditions are unbearable... court would be your best choice to evict the tenant... which will take a while...
The side facing the road( in some cases) you'd have to see if it's included in you HOA agreement.

Can a wall be built, well of course , the question should be is it against code to build a wall without a permit. That answer is relative depending on where you live and the local laws and ordanices
Habitable, yes, violation of codes, yes. You need to report the violation to code enforcement. If you are a renter the owner will be served and required to fix the issies. If they don't they can fine the owner a daily fee, impose a lien and even forcloure on the property.
