Yes. I would suggest Walmart for that though. They have kiosk to hook up to and they print immediately
All renewal passports are sent to the National Passport Processing Center in Philadelphia. Since the address is a Post Office Box, you can't use FedEx. Gather your signed application, all required documents, the correct fee, and put them in a secure envelope
