There are not many shells at this beach. I believe it's a protected area in the Monterey Bay. If you want shells get them at Fisherman's Wharf.

No dogs no fires no surfing no parties no swimming no digging no building no boating no scuba diving no games no sports and no fun whatsoever. Beware of very strong and deadly undertow and large aggressive sharks. The people of the growing homeless population are mostly friendly. I'm more worried about the sharks in the water and in the corrupted Marina police department
Yes you can. They've gotten relatively lax on people visiting the beach. You can bring your chairs, sunshade, wakeboard etc. All they ask is that you respect social distancing guidelines.
No dogs allowed but they are up the street to the North. Can't recall the street name. End of street by RV park. 500 yard walk but it is fenced so your dog can't run loose in the dunes.
Not a great deal of parking at the main parking lot, but if you are able bodied there are several access points. You can park all the way down to the last access point and walk.

Right up the road from the beach is a restaurant that goes along with a timeshare that's there. But it is a public restaurant and I've been going there I'll send on its changed names, for about 10 years it's really good. The Best Western is right across the street.
The main area does not allow dogs. On the road to the beach, just before the main entrance, there is a road to the right. It goes past the hotel and rv campground. At the end there is a dog entrance. It is a long walk to the beach. It is the same beach, only a half mile from the entrance. Since not everyone cleans up after their dogs, all dog owners have to enter here.
