Austin beer company it runs parallel to Carmel Valley road when you arrive and there is other water in the park depending on the season. And so is there and there is a Lake quite a hike up the mountain pending on the season there's a waterfall

I don't think so. The river at the Garland ranch is flowing well and it's pretty rare that you'll have an algae bloom in flowing water. Downstream where it pools and slows, it's very possible.

No place to swim. There are only a couple of ponds & they are cold & full of tree branches. Go to the ocean nearby.
There are poison oaks in bushes dogs can get into but keep them on trails should be fine.
Update - I went and there was water running! Albeit a trickle
No, you can BBQ at the community park in Carmel Valley Village though.
