yes, no serious record like felony or even misdemeanors like theft will get you denied but yes you can but will go through another background check but military experience will be goood and help you get hired faster
As long as you're in a public sidewalk, you have the right to do a bunch of stuff (e.g. recording people around you, hanging out with your friends, eating your lunch, drinking non-alcoholic beverage, etc). As long as it is not illegal, they should have no problem with you minding your own business. Note that police's duty is to serve the public. One should never be afraid of cops. They are here to serve (legally speaking).
Go to vital statistics and order a new birth certificate. Go to social security office they will send you a new card for free.
In these cases, you may want to go by yourself to a local police station and explain the situation. They should be able to give you a more in-depth explanation as to what you can do. If that is an emergency case, 911 is your best friend. Simply let them know and do not be very panicked—it may affect the efficiency of you giving the necessary information to them. If this is not an emergency case, I'd recommend you calling their non-emergency line. A quick Google search should do the job.
Once things heated down & if no Order in progress, approach 1 to 2 blocks away frm duplex then call PD. Explain there is no RO & you need to pick up meds, belongings & if you can plz hve a civil standby. Or try contacting Mediation Center.
Before you can do much of anything get legal advice. Any witnesses, photographs, video?If you aren't an attorney schooled in what constitutes legal search then get an opinion from someone who is. Without it you don't have much since your opinion isn't going to count for much. Without proof, it is going to be your word against the officers.
And you just watched? Did you get a license plate number, make and model of car, description of perp? If you want to actually do something you have to actually witness and be able to describe in detail as ol what you saw. Other wise all the city can do is come to collect the trash.

Stockton police has a process for this but it is understaffed so it remains unclear what they can or will do. appt least file a report. You can block calls on your phone and Facebook will also blocks abusive posts.
