It's an accident by a probably sleep deprived parent. Unless drugs/alcohol are involved, I don't see a reason for CPS to get involved for this.

At what age should a child be allowed to wander the neighborhood unsupervised?

It's up to the discretion of the parent based on the maturity of the child. Back in the 90's I would walk back and forth to school in the 4th grade.
