Took my Prom Photos here, also just a great hangout spot. Not much to talk about, other than the water. Looks fine, and the surroundings are fitting. That's all I basically have to say about it. Yeah ---------------------------------------------------- Ok so now that the people who passed by are gone, a secret way to get above the water fall is up by the house is a small area in which you can chill out. I went up once, but that was in 2017 (second image). Disclaimer: I'm not responsible for anything you do, up by the waterfall.

Yes the waterfall is flowing. There is a small section next to the bridge where there is orange construction fence. But it's open
Call the Riverside City Hall, I dont think it would cost anything. Might have a few rules though.
