Since you purchased from an individual, and have no tags at all, the best documents to bring are 1. The title, signed by both parties. 2. Proof of minimum liability insurance (best to bring insurance "binder"), 3. Drivers License. 4. It is also beneficial to have a bill of sale but not necessarily required in my experience.
To get a temporary tag for 10 days the last fee I noticed was $10.
If you wish to be proactive I would download, fill-in and print an MVR-1 (application for title), an MVR-180 (Odometer disclosure statement) a MVR-181 (Damage disclosure statement) and if the title has a lien listed with the previous owner you will need a lien release letter. You'll be expected to pay the HUT (3% of vehicle value) as well as property taxes also.

Just drop off there is a window just for drop off and renewal
Since the DMV is issuing new plates this year, does the Wilson office have a drop box for old plates or do you have to stand in line to return it.

In Sanford they they let you bypass the line and drop off inside.

No. And even if the line is out the door, it moves very quickly. Even as the second person outside the door with about 8-10 people ahead of me I was still in front of the counter in 10 minutes. Would have been less if people didn't try to negotiate registration fees XD

I just showed up and the wait wasn't as long as I had anticipated. There is a line because they are practicing social distancing but the line was moving pretty smoothly.

No you don't, I went last week to get a title transfer. They're open 10-3 now. I had to wait in line outside for over an hour when I went around 1130, so be prepared for that

You just put your name on the title as the lean holder and when that person pays you off your name comes off and they will be the sole owner

If you get a “not ready” waiver from DMV officer. Then inspection station can pass with waiver. Take previous inspection printouts.
