For safety you have to wear a mask, there are plexiglass dividers at check out, you can get curbside pick up. If there is anything else you need to know I will be happy to answer!
It depends on where you live. It is open in CT. New York was still only curbside pickup last week. Google Joann's near you. You should get a list of adjusted hours, as well of a list of those stores that are still closed, and those that offer curbside.

I'm not familiar with the fabric dept but I'd assume they do. They have a large selection from what I've seen. Just call your local store and ask if they have it. I've made a few calls to them asking about items being in stock. I have always had a positive experience. Good luck!.
