No you can't. BUT, check the local listings for bicycle shops they're not far at all. I wouldn't be surprised if they have certain bikes for rent.
I did see dogs on the trail. Some small dogs, which surprised me a little. Some of the trail can be rocky/steep for little dogs. But they seemed to manage well.

I'm not quite sure which particular of all the trails it would be practical for. The trail down by the river is light pebbles and flat if that's of any help.
During the summer season, there is a parking fee ($5 or $6?) for the lot down by the river. This lot is most convenient for the walk right along the river under the cliffs that most people do. There are also free places to park at the northern end of the mountain or even along 9W on the ridge. These are more for serious hiking.
If you like Hudson fish sure. Would not recommend eating them though. Catch and release

No, notbat all. Hook Mt., Runs along Nyack State Park, trails along the Hudson River in Upp Nyack continuing to Congers Lake. There are day trails for hiking all the way to Haverstraw, however, no camping. Hope this helps.
