Wow,I didn't have any such experience like that. I would suggest that you go online because Putnam DMV ONLY does appts; no walk-ins. When your online, you can see what appt times are available.

Bring them to the door during hours and you will be let in to surrender them for $1. Put them in the drop box over night with a $1 and your receipt will be mailed to you.

By calling a DMV I was told that you can still turn all the paperwork in at any open DMV office .. but you still need to make an appointment .. Putnam County does not permit registration online. Only in person, and you need to make an appointment to go or they will not let you in. There are only certain counties that permit online registration. Additionally, not even sure if you were in a county that does online will you be able to register an out of state titled vehicle. I am pretty sure it is only with NYSTitles online.

You need an appointment. Or else the officer won't let you in. Also there is a sign posted outside that says you need to schedule an appointment.

No you cannot in Brewster. Other offices that you need an appointment, yes. In Brewster, you have to go to the office and make an appointment to take the written permit test. Then you have to go a second time a couple weeks later to actually take the test. Brewster is special in this regard. All other office in New York State only require 1 visit to the DMV office, Brewster requires 2. Like in Beacon, you don't need an appointment, you just go there and take the written test immediately. All other offices that you need an appointment for, you can make the appointment on-line, and go there once to take the written test. But Brewster is incapable of on-line appointments.
