I believe it's village owned. I'm the back of the property behind so the baseball fields is a village of Scotia public works building. I'm not sure if that means they are responsible for it but I'm pretty sure the village is.

There is no boat or kayak rentals in Collins Park anymore. You can rent a kayak across the river at Mohawk Harbor by the casino.

Swimming is not allowed officially but i have seen people swimming there

You see boaters in the lake.I have never seen swimmers in the lake as long as I have been going there (6) years.
