They typically ID at the door and put X's on the hands of ever underage attendee so the line won't be backed up at the bar
It depends on whose running the event I've been seeing more and more pay to park lately and they usually charge $20 to get in.

Yes they do birthday parties, and have a friendly staff that will help you coordinate any event.
Capacity for the grand room is up to 550 banquet style. The crown room up to 200 banquet style.
