Just go to any store you want and turn it in and get a receipt so they can't come back later saying you owe them anything

Another customer here: Yes you "can", the catch is the new modem will be for whatever tier package you are using. E.g., I'm on a 200mb connection and my modem died, went in to exchange it and got an xmb3 iirc (old one was one model behind or the same). If I had upgraded to the 600mb connection they would have given an even newer model of modem.

Could be either. The first thing to do is reset your modem by turning it off for 30 seconds and then turning it back on. This often solves the issue. The heavy rain could be the culprit as well

It should be okay to just return without cables. Happened to me once before.
Sorry to say this but there is no low income internet plan. The internet from Comcast usually costs from around $50 to $100. I don't know if thats low income for you but that's usually how cheap it gets.
