Went to Jimmy Sturr Polka fest. We ended up getting our food and sitting at a picnic table across the park road near the playground area to listen to the music. It was a great spot under a tree. Otsiningo Park is a beautiful place for concerts, walking, picnicking, bringing kids to play on or fly a kite.

Great park for jogging, biking, field sports, plenty of space and paved trails, and events throughout the season.

Pretty spot. One of Binghamton areas best parks. The walk along the water is always wonderful

I'm not sure, but you do need to rent of the pavilion. Try there website for more information: https://www.gobroomecounty.com/parks/otsiningo
I haven't seen any signs as many times as I've been there.
As far as the paper gave dates yes it is 5 to 9
I would think you could, yes i would call just to make sure.
There is no fishing in the pond. Not sure if you can fish in the river from the park
There are many picnic tables and benches scattered throughout the park and under shady trees. I still recommend bringing a picnic blanket as most of the park is actually quite flat, so it's easy to eat lunch on the table and then stretch out/roll around on your blanket :)
Yes
Call Parks and Recreation or their numbers on the Pavilions
There is no pavilion there. Just go see what you can find that fits your standards
