It leaves frequently throughout the day, but if you are taking it for the view of the city it is best to go during the middle of the day.
The building adjacent to the tram entry and ticket kiosk has a parking garage, or as others have said you can search for street parking.

It is a closed gondola style tram with very limited seats but railing and overhead straps for grabbing onto. People walk or wheelchair on and off.
It costs to go up but is free to go down
The hotel is not within walking distance unless you're both up for a mile and a half walk. If you have to drive, it may be easier for you to drive up the hill to Shriners rather than taking the tram. But if you have to take the tram, parking is free to patients. There's signs for parking.
No it's not yet. There might be a decision made soon (within the next month) to relax restrictions, but for now OHSU has the last word.
