From what I have come to understand they have a certain amount of time if they are ahead they take a long break. They don't want to work harder than their union requires. Just another reason postage rates keep going up but postal service keeps getting worse. If they got done with their route early why they might have to do a longer route and work a full day. Instead if they make it seem like the routes take a long time they might get to shorten the route and work less.
