A relatively small lake were very very large pond that has access for canoes and a small boat ramp it also has handicap fishing access and handicap parking with signs that say keep off the grass and apparently no bathrooms at any of the parking lot facilities or boat ramps

Yes, it is. It has a paved path about 50 yards long which connects the parking area to the fishing deck. The deck has railing for safety.
