you don't necessarily need any money to fund it immediately, but usually $100 is recommended. you need a primary form of ID (drivers license, passport, etc), social security number, and proof of address.
No, this is in the middle of downtown Oakland. I absolutely would not recommend trying to drive to this location. If you do find parking, you should anticipate that your windows will have been broken into by the time you get back, even if you park at a (paid) nearby Douglas parking lot.
