You need the card can't go with patient id. You probably need to re-register get a new patient id and go to approved Dr so they can issue the card application approval. At the very least if you already seen a dr then you should explain your situation to them and see what to do next.

also look at compassionate certification centers they specifically do the medical cards and help u get signed up with department of health as well
