OMG it is so hard. You have to first find out what county you live in and specifically register to that county only. Find your county on the link below. There are a lot to go through. https://dmv.ny.gov/offices/dmv-office-locations
Yeah you can do it online but if there's an issue it'll tell you to set up an appointment
To renew my driver's license, I personally went at the dmv on South Avenue on Staten Island and obtain the eye test form from an associate outside of the dmv while we waited to be called. I then proceeded to do an eye test a distance of 20mins away; that's on Forest Avenue. After I returned, with the help of the dmv associate, I inserted my personal check of a little more than $100 and obtained a receipt of the transaction. Within 14 days my new driver's license was in my mail.

If you are having trouble with the website just go to your neighborhood DMV and apply. Now we are in stage 4 the DMV should allow you to go in as long as you have a mask.
Usually just the plates themselves. Last time I did it, you just bring in the license plates to the dmv. Make certain you pay any outstanding tickets and that is normally it.
