As far as I know you can't. The park is closed
When gate is closed, users will not have access to paves parking or restroom. Users can access all three piers 24 hours by parking on east side of Gulf Blvd. and walking under Clearwater Pass Bridge.

I dont see why not? Most of the area is covered by gravel or concrete. Best thing to do is contact the park workers or fire dept that normally drive through there to check up on everyone in their ATV
At the piers no. Not sure if there is one with inside the park. I do know across the way is public beach which I have seen people launch boats from.
