Can account holders acquire checks at this location? Many banks will allow you to buy a couple checks, but this isn't really a bank, so do they offer customer services such as this?

They are able to answer questions, as far as I know.

It's not a full bank location. They have staff and fancy ATMs. Like it says, it's a café, so coffee, WiFi, music, just with banking staff and ATMs. Check out the Capital One website for more info about the cafés.
