Yes it is almost impossible for you to get a hold of anyone over the phone, however technology is by a tap of a hand now a days. I manage to send an email to the address provided on the site and i got a quick answer from a very nice and knowledgeable lady and my request was completed and happy that my passport processing was also completed.
