Yes it is. It stays pretty busy at all hours and there's lots of truckers and other commuters; that is to say, there are other overnight parkers. Also there is a pretty regular police presence that definitely keeps things feeling safe as well.
No facilities. That lot is not designed for such.
I often see either a Highway patrol or a sheriff patrolling that park and ride. You should check with them to see if either one might have picked it up.
