Had read that they had great prices. We were In Pendleton for another reason and decided to stop in to check it out before going back home in Hermiston. Although they had some items you normally won’t find elsewhere the prices nothing special. I could get similar prices at Walmart and or Costco. We have found Winco to be the place to get the best prices on groceries.

Yes they take debit cards.
On Google Maps, their info says New Years Day hours are 6 am to 5 pm...so yes they'll be open.
